I brought home a case of cubans once and I cleared customs, then when going through security some tsa douchebag found them as he was rifling thru my bags, he grabbed them and held them up like he was super cop, told me that they were illegal, and he was going to keep them. I explained to him that he worked for tsa who had zero jurisdiction over Cuban cigar trafficking, and I had already cleared customs the folks that do have jurisdiction over such item and the only way I would let him keep them would be after I ripped every one of them in half, he put them back in my bag.
