I have been thinking about getting one as well.
I grew up in states that don't require the flag and I'm still trying to find the usefulness of the flag. I still clear for boats pulling skiers no matter if they have a flag or not, and I treat almost all boats that are moving slow as if they have a down skier. I think the flags are just about generating revenu for the local authority to fund their boats.
I think a more useful flag is the diver or snorkeler flag for when people are swimming around the boat.
