Yes. But, since it is a part of the overall mixture of exhaust gasses, an "exhaust" odor would indicate that you are probably breathing some (at least on a non-CAT engine).

That being said, if you can't smell the exhaust, it doesn't mean that you aren't breathing in some CO, but most likely it would be a bit lower level that hopefully wouldn't be a concern.
