from what I've read about that building the concrete contractor has not been paid, and if the steel is the problem the concrete bill should be paid, whether it gets demolished or not, or is there more to the story? its very interesting, was there any payola happening behind the scenes? i guess it is vegas after all.2009 RZ2, PCM 343, MLA Surf Ballast, Premium Sound.

As far as blame goes - there is plenty to go around. The GC claims that the plans were to blame, but if they determined during construction that the plans violated building code requirements, or that the plans as drawn were not able to be constructed, then they should have halted work until they got responses and revised drawings from the design engineer. Meanwhile, the rebar subcontractor was placing it incorrectly, neither the rebar sub nor the GC seems to have been adequately providing quality control, and the third party quality assurance inspections didn't identify the problems. All share blame, in my opinion. But, ultimately, I feel that the GC is responsible to construct a safe building to comply with the plans and codes. Therefore, I feel that the GC shoulders the largest liability.
