Skip - just replied to your e-mail, but here is the content...maybe it will help others...

I asked one of our inspectors to look at the pics – he is an experienced weldor, blacksmith, and certified welding inspector. So he knows his stuff well.

He immediately said that it looks like stainless steel to him, rather than aluminum. He said that, if you want to wire-brush stainless to clean it, you need to use a clean stainless bristle brush (you can buy small toothbrush-size ones at a welding supply shop). From the marks on the metal, it appears to him that someone has brushed the tower with a non-stainless bristle brush (or even a stainless brush that had previously been used on basic steel). What happens is that, in the process of brushing it, small bits of the bristle (or bristle contaminants) get embedded in the parent metal. Those miniscule bits of contamination are now rusting.

He says that it doesn’t appear to be any structural concern with the tubing or the welds.

To get it looking better, he suggests using a dilute solution of muriatic acid with a clean stainless bristle brush. If it still looks bad, you could try some dilute phosphoric acid – make sure to follow instructions on dilution, usually a 3:1 ratio. That last step would chemically alter the iron oxide (rust) to iron phosphate, making it look black instead of rusty. But the black iron phosphate is inert, so it shouldn’t get any worse.

                Hope this helps!

                  Just you wait and see...
You don't know him. He is going to come back with this new way to do it but it will just be what he was told to do.

Oh - and make sure to rinse it well with water after using acid.
