Ok, if the light doesnt come on and the pump doesnt work, then I would say then that the switch does not have its constant B+. Time to get a 12V test light or DVOM. You can also put the plug in and fill the bilge using a garden hose till the pump kicks on. This will tell you the float works, the motor works and the pump has its battery (-) and B+.

Might just use it to change the oil in my car. Too bad i'll still have to crawl under to change the filter.
On my oil change on the boat i put the drain hose through the transom plug hole.Clamp it with needle nose vise grips and put a clear plastic flexible hose from lowes in the garden section between the threaded end and the mityvac hose.switch the valve to vacuum and pump 10 to 15 times to get vacuum.Then after 2-3 qts come out pump it 10 -15 times again.Takes 10 - 15 minutes.Warm oil only takes about 5.
