Most of the inboard or direct drive trailers I have seen have the rudder protected by the prop guard also. and all of my boats in the past have been sitting fully on the bunks, that boat has some overhang off the bunks
Not trying to defend him here, but, maybe if he was in a rush to trailer the boat because he was taking on water, he may not have done a good job to load it all the way onto the trailer.
However, if that is the case, then his rudder would typically be even closer to that bolted-on guard.
