Well like I said, I don't think that specific theory governs your circumstance, but I can point to that and say that you guys have more of an SOL philosophy about water out there. And, if the distribution of it is political, then that proves the point. State governments upstream will act just like individuals and try to get as much as they can.
I'm also curious as to why the Army Corps would determine the water levels. I see why they would monitor and regulate the operation of the dams, but the water levels, especially out west would seem to be a more political or policy decision. I don't know; it just seems weird. I sympathize with your situation, though. Lake Cumberland in KY is even worse. Have you guys heard about that?
