    Well like I said, I don't think that specific theory governs your circumstance, but I can point to that and say that you guys have more of an SOL philosophy about water out there. And, if the distribution of it is political, then that proves the point. State governments upstream will act just like individuals and try to get as much as they can.

    I'm also curious as to why the Army Corps would determine the water levels. I see why they would monitor and regulate the operation of the dams, but the water levels, especially out west would seem to be a more political or policy decision. I don't know; it just seems weird. I sympathize with your situation, though. Lake Cumberland in KY is even worse. Have you guys heard about that?

        The dam at Lake cumberland is part earth and it started to fail. A couple of years ago they dropped the water level like 50 ft. or something like that and it has been the same since. My cousin got a construction job of the repair effort, but there are rumors that the dam is unfixable there is a place where I used to jump off the rocks that is now totally above water You also have to be extra vigilant about shallow rocks where it was 50ft of water before.

            I dunno, there is so much involved with it all, but I think it is very political. And the fact that water use continues to rise, and that water rights basically mean that all the water is "claimed" by various groups (states, ranchers, irrigation cooperatives, etc.)...Unless we get a good decade of well-above normal snowpack, Mead is never going to recover.             Correct, just being upstream means nothing. ACOE and Bu Rec control it all until we leave the Union..... We are just coming out of a 10 year Drought and the snowpack lvls are not that promising this year, Just average. As Dingle says we need another ten years like last year to catch up

              same issue at Lake isabella outside of Bakersfield.

                  That lake is the house boat capital of the world and there are a ton of highend powerboats there as well. It is an extremely popular lake for people all over the midwest and south and ton of people with a ton of money are there. they will probably start leaving if they haven't already.
