evidently, there is a piece or rubber or foam that sits on top of the base for the tower and acts as a pad for the bulk of the tower when it is upright. This thing had slid off to the side, inside the base and both halves of the tower were scraping against each other, metal on metal. I was about to freak out because the sound was horrifying, especially for the first major day out on the boat.

We folded the tower half way down, saw where the rubbing was, found the piece that had slid, and just placed it where it needed to be and used the just the weight of the tower to keep it in place. Thankfully, this was a decent temporary fix since the water calmed down right after that and there was little side to side forces placed on the tower.
