I think there could be some physics involved on how much pull a Slalom skier can put on a tow point and still hold on to the handle and I believe "normal circumstances" was stated.
I have yet to see a tube pull the rear of a boat over off track like a Skier can But then I try and stay away from negligent homicide charges while pulling my kids and their friends on a tube
