Why does Perfect Pass website say it fits Tige 2006 newer? Why can't it be installed on a 1999? Or is that just for the 3.5" display?

That dealership boat needs a lot more than I want to put into it... Like upholstery in the bow and transom. A dime size deep chip out of the hull and a few other little things like ballast and pp.
