                Dont know about cutting a propane tank, but for fixing a leaking steel gas tank, we would fill them with water to reduce the space for vapor to accumulate.

                      Step 1 is removing all the valves and all that other crap from the tank. Flip the tank so that the bunghole is at the top and then do one of the following:

                      Step 2

                      Filling it with soapy water seems to be a popular one. Fill her up to the top with water this will displace any propane that is in the tank. Let her sit overnight if you want, the soap should help get rid of some of the stink.

                      The other option if you dont want to use that much water is to partially fill the tank with water and then add some dry ice until the CO2 fog spills out of the top. CO2 is also heavier than propane and will displace any propane that was left in the tank.

                        Ahh perfect! I figured it would involve filling with water. didn't think it through completely. Obviously it's vapors that explode, right? Makes sense...

                          After carefully removing all of the fittings, the welder should then purge the tank to free it of all of the left over propane gas. To purge the tank it must be completely full of water, nitrogen, helium, or carbon dioxide.

                            With gasoline, yes, in theory, its it the vapor thats explosive when the liquid form is atomized into fine droplets or heated to a vapor. Propane is a little different as its stored pressurized, then released as a vapor. Its heavier then O2 and expands like 10x when released.

                              I think an LEL monitor (Lower Explosive Limit) Will truely let you know when its safe enough to cut on IMPO

                                At least thats what they use at the refinery before we can cut and weld on lines.
