Yes, you can turn off 3G or cellular data, You can do it in the setting or you can put it in airplane mode and turn on wifi only for the internet.

Go for the 4s. Siri is nice if when you use it. The 4s is basically the same phone as the 5 but the 5 is taller thinner, and uses a new connector.
