unable to bleed brakes - Eagle 03

Hello,
I have an Eagle trailer for my '03 21i Ltd and can't bleed the brakes. Basically I can't get anything past the reservoir up front. I bought the hand pump/ bleeder vacuum system and just can't pull anything back. Eventually I opened the lower drain plugs and did get some out but can't get any more. When I push the actuator, the reservoir just overflows. Even with the cap on, there is some kind of bleeder hole in the cap and it just squirts out. Any thoughts? Thanks. John

Is it a ufp surge break or one of the pivot types(not sure who made them). Also do you have a swing tongue??

You'll need to replace the master cylinder. Just had this issue. The piston inside the Mater Cylinder didn't want to retract all the way.

Cause: I let the Master Cylinder run dry and sit too long.
