I have a 2002 23V, 350 Mercruser, I am prepping to go back in the water for this year. I decided to do my own maintenance this year. I haven't personally changed my oil out. What do I need to do that? Doesn't really seem to be enough room under 350 Motor to get an oil dump pan in and out. Do I need some type of drill assisted pump. Also should I be changing out my water pump or water pump impeller each year? Thanks for your help.

The impeller should be changed every 1-2 years depending on usage and the water quality. If the water is full of green flotsam and/or is muddy looking I would consider changing every year other wise I would do as part of your winterizing routine every other year. For safety I would keep a spare on board and make sure everyone check the engine temp gauge thru-out the day. My wife took out an impeller on my last boat and it cost be a lot of money to replace head gaskets and anything in the exhaust portion of the motor. We also had to replace all rubber hoses and the hydraulic pump for the tilt system on the I/O. She just drove the boat and did not look at gauges and that model year had no alarms
Impeller about $30.00 vs top end repair $3000. Change the impeller at least once every 2 years but if in water that is muddy or has a lot of flotsam seaweed then once a year IMHO.

Take the engine's serial number from the port side of the "air cleaner" to a local boat shop that services mercruiser. They'll get you the impeller. You probably have the brass water pump. Its located on the port side aft of the engine. Remove the panel on the port locker. The pump sits behind the fuel filter/water separator. Might as well change that while you're at it.
You have to remove teh water pump. Loosen the belt tensioner and then the hoses and get back in there with a socket wrench to take the pump out.
For oil, I remove the v-drive cover and made an extension hose that attaches to the mercruiser hose. I fish it in from the bilge drain plug and attach a drill driven suction pump to the hose.
