Yep, I would guess fuel pump is your best bet. You can probably test the fuel pressure, but if its low, then chances are its the fuel pump. If I recall, not terribly expensive, nor hard to replace. Mine went out on a perfect weekend in Northern Wisconsin, I was a slight bit irritated to say the least, but that's a different story.
As for the locker, yep, the back seat needs to come out to get that panel up. Should just be some washers and nuts on the back side of it. Your other option would be to tie a string around the old line and try to fish a new one in as you pull the old one out?
