I would find it hard to believe it left the factory without an hour meter.
My 2000 2100V has an hour meter.
I believe I have seen others post here that a tech can check the hours on the engine with a scan tool. Perhaps someone else will chime in on this.
It should have had one. Maybe they switched it out for another gauge instead. Like a depth finder or fuel flow meter or something?
A tech should be able to read it off the ECU.
The Faria Pilot Guage (the one on the far left) should have a record of the hours, but FYI it only counts engine hours when the boat voltage is >13.6V. My charging system is only puttting out 13.4V, so my hours didn't add up this Summer. If you go to the Downloads area on this website, there is a Manual you can download that gives directions on reading the Engine hours.
