        sounds like the pump motor is frozen or you still have a direct short somewhere. Some have tried having someone lightly tap on the taps while you are trying to get it to move. Sometimes they freeze up.

            I have also been having some issue with my taps. Two things to check. First unplug your pump from the switch wiring and jump the connections with a spare battery. This will tell you if your wiring or relay under the dash or a pump/cylinder issue. Your wires should be green, yellow, black, white and I for get the other. I will get back to you you which wires to to jump. If I remember right green is down and yellow is up. I also disconnected my hydraulic tubes that let me run the pump with having to push the cylinder. then you can go and try and move your cylinder to see how they are moving. The fill with any atf fluid and use the battery test I suggested.
            On my problem I believe it it is the relay. When I try mine all I get is a clicking sound from my relay.
            Bennett has a trouble shooting trim tab guide on there website.

            Update on my taps issue. I received my new pump yesterday. It fixed all my taps issue. Relay is work fine now also. So I think the resistance of the taps on its way out was causing the relay to trip. After installing the new one I ran that thing up and down I would say 50 to 60 times with out issue with my relay. All I have to do is send my old one back and I will get a credit of $154.

              Ditto on the pump probably being frozen. Sometimes a little tapping on the side with a wrench or small hammer can get it to unlock and turn again, but it sounds like it is done. Don't tap too hard either as this could damage the case for the pump motor.

                Do you need to connect the green AND yellow wires to the positive in order to move the taps plate? I jumped the black and the blue then black and yellow with a battery. The pump made noise like it was moving but nothing happened to the plate. Yes, I have fluid in it. Odd....
                My relay clicks when I hit the up/down button on the throttle and the wires look fine all the way up to the switch. No blown fuses in the lines anywhere....

                I'm running out of ideas and patience.
                Other than that, Mrs. Lincoln, how was the play?

                  I'm New to the forum, I just purchased my boat also, Its a 99 21v, I'm also having an issue with my taps system, I'll start trying to diagnose it today.

                  Where is the relay located ?

                    On our boat the relay board is under the dash.
                    It's a little circuit board just hanging in the harness.

                      So I found the relays, They do work, I do have power going to the motor.

                      When i put power to them the wake plate wont move, Whats the nest thing to check ?

                      What kind of fluid goes in the pump and where should the level be ?

                      If the cylinder is frozen how do i un-freeze it ?

                        You can lightly tap on the ram while someone works the switch.
