    Splice it back together?

IDK why that wire would have anything to do w/ the taps though. The taps wire is a green wire that runs from the guage to the throttle lever, back to the transom of the boat, all along the starboard side.

Have you checked to see if any of your breakers are popped?

Are you absolutely sure your taps was working before you cut it?

Mine is on a breaker on the left side of the panel there are two of them that are normal opened so so that battery drain is minimal

Check your fluid level, make sure it's full.
Other than that, Mrs. Lincoln, how was the play?

            '03's were electric.

Check the wiring under the dash. I know there is some ground wire there. Also check your fuses at the battery.
