Is there a good all around set up for both, or should it be changed to surf or board. I have never surfed but would like to try it.

I agree with CHP we really need some 20 peeps to give you some sort of guidance. What did you have on you 22V CHP? Have fun with yours. For a 20' boat it deals with rough water well and handles great. With Speediest it runs through a slalom course easily and is great for recreational slalom runs. It has plenty of room for a family of five plus a couple of Labrador Retrievers and a couple of Dachshunds.
The boat now has a Samson Tower with 1 wake board rack, 1 slalom ski rack and fore and aft docking lamps and a pair of white Pro 60's. We also worked wit Tige to replace the platform for a matching fiberglass one in yellow.The CIPA 3 pane mirror is great. You can see skier or boarder from one end to the other. I used Razzman's sack last year (think it was a 700#??) in my rear locker. It worked ok but I think you're going to want more as your skills improve. I had to drive a little too fast for surfing to really make the wave rock.
For whatever reason, the wave over shallow water would DISAPPEAR, hit deep water and it's back to big.
If you have friends who would let you borrow some sacks, mess around with it and see what works for you. I completely disagree that the 20V is surfable with no extra ballast (unless you have gnaly surf skills, then maybe).
Hit one of the reunions and I'm sure the kind folks here will let you use thier bags for a few hours....
I am going to set my boat up to surf this spring; if you want to wait that long I'll tell you exactly what setup I went with. I think I am going to try to get 2 fatsacks or a fatsack and a V-Drive sack into my rear locker and then throw a V-drive sack on my port seats, I'm fairly confident that setup will provide a beautiful wave.Other than that, Mrs. Lincoln, how was the play?

Jason, I believe the later model 20V's have a bit more rocker in the hull which would improve the unballasted wake, so that might explain why you disagree.
