It was disheartening for the fire department to come in hook up to the fire hydrant only to find out they have no water and now have to sit back and watch peoples lives get destroyed.

The only saving grace was during the day was the copters were able to pull water right from the Santa Ana river that runs between Anaheim Hills and Yorba Linda. As the sun went down they had to cut off air support and that's when all the homes started burning.

They said the pump station at the bottom of the hill either burned up or lost power.

Public water systems do not have infinite capacity, nor are they designed to support fighting widespread wildfires. The hydrants are there to contain localized incidents, hopefully preventing the creation of a maelstrom, but certainly not to fight one.

                      I see.

I'm not used to these water shortages and outages. Being from OK you never hear of them.
