As for the strap at that age they don't need to be strapped in, so just take it off or let it hang off the side of the board. I learned to kneeboard on a bodyboard.

Or try a surfboard. My kids surf like this all the time.

Wow... that sounds scary. Both Jody and I will be taking a CPR course - we had agreed to that some time ago, but never went... now is the time!
