        I don't know that might be a difficult task. It is something needed in California. There is just way to many people who do not pay attention when boating every year and think they are driving something on pavement and have brakes as if they were on pavement. This could end up being a good thing. Cost more money yes but when you have to control 30+ million people you have to have laws like this.

          Couple of additional caveats in Washington:

          Operators without a Boater Education Card may operate a boat provided they are under the supervision of an adult with a Boater Education Card.

          Purchasers of new and used boats may operate their boats immediately and have 60 days after their purchase to obtain a Boater Education Card so long as they are carrying their Bill of Sale or vessel registration document.

          The Boater Education Card is required for operation of a boat with 15 horsepower or more.

          What the going average HP for jetskis and PWCs?

              Id say about 150 or more depending on the year and model obvisouly. Kawasaki makes a 250hp

                We have this in Missouri, and you can take it online..... so its pretty easy to cheat and anyone could do it. But atleast it might give some people a little more knowledge

                  Just another form of taxation. I think current gun laws/stats, red light cameras, and registration stickers prove these types of regulations only affect those of us who follow the rules/laws. This type of thing isn't going to prevent a drunken idiot from plowing over a kayaker.

                  It is a great way to generate more knowledge (which most of us remember anyway....I got all those questions correct) and to generate more money into the state's general fund.
