Well i guess it comes down to priorities, if you want a far reaching light in the wake while underway then any of the solutions i presented aren't for you and $200+ each is in order to attain that goal. If all you want is a nice pretty glow and some radiant light around the platform while anchored then it can be done on the cheap.

I'm leaning towards routing a small groove around the platform perimeter and recessing these; http://www.lck-led.com/product_info....roducts_id/361 or these http://www.lck-led.com/product_info....roducts_id/384

Came across these this AM www.h2olights.com. $170 for a 6 LED and $290 for a 15 LED.
