Sad thing is, two years ago out at the lake where I have my place, a guy across the cove was building on his dock. I got to sit and watch for a long time, as it was somewhat entertaining, it was hot, and I was in the shade...
All of the sudden, I see the orange cord come rolling out, and he sets down a power drill and a box of screws on the walkway out in the water. No problem I think, until he then walks back to shore, walk out in the water, grabs the drill and starts screwing boards in place. Dude was operating a corded power drill standing in the lake.
Needless to say, I was shocked, and was real glad he wasn't.It's not an optical illusion.

If it's hooked to a GFCI he should be fine.
