Are you talking about the transom eyes on the back of the boat?
Our boat didn't even have reinforcing plates behind the transom eyes.
Our transoms are only 7/8" or so. The transom on our '75 Cobalt was 1 1/2" 31 ply.
The transom eyes are great for trailer tie downs.

No, I have a hook built in with the grab handle, thats bolted down in 4 places and the transom is 1 1/4" thick.

I haven't seen one of those. Sounds like it would work fine. Our Cobalt had a "tow hook". It was bronze and was basically a bolt thru the transom with a hook on the end. Bent it over a few degrees pulling tubes.

You're also right in the center of the transom it's thicker, at least on the 21V. When I replaced the transom eyes with longer ones with plates the transom is thinner there.
