I don't know what Navajo hill is but here is a big sandar in navajo canyon. We built a slide on it and pumped water to the top and slid down it on a $50 piece of plastic.
Be excellent to one another.

I like your idea a 100' roll of plastic and hose. Great Idea, I'm headed down in less than 48 hours, I'll see if I can sneek to the hardware store before I go.My dad always said "Stupid Hurts". He's yet to be proven wrong, but for some reason I keep trying.

I don't know how it would have worked with less water, but a guy a went with is a general contractor and he had a gas powered pump that was about 2 feet square. It has a 2 inch fire hose attached to it so the volume of water was pretty impressive. I think that even the amount of water with a Tsunami would be pretty good if you lubed the plastic down with a little dish soap. I bet you could hook up a 50 foot garden hose to a tsunami and make it work.
We then built a jump at the bottom for a little kick.
