I have never had a problem with the speed based mode. I can't help but think that once a person pulls hard on my boat and slows it down, if the RPM's are held stable, it will take 5-10 seconds or more to get it back to the speed we like. It would take even longer with heavy ballast. I have never tried it in RPM mode, but it just does not make sense to me.
The only thing we use speed based mode for is surfing........ I dial up 9.5 mph and we go. The surfing doesn't cause any issues on my boat as for the boat surging. The only time the RPM's lose much speed is doing a tight turn.....we never really do that so it isn't an issue in our case. The speed based setting just seems to be revving up and down and therefore taking away and giving tension on the handle. I know that everyone has their favorite way of doing something.......but we just prefer the constant pull on the handle from the RPM mode. Just my

Another Thing is if that its a Big guy you probably slammed the throttle down and the time the PP kicked in the engine would have been up to 30, and it pulled the throttle to drop the speed and once it hit the speed it had to speed up again.. and so on.Common Sense is not so Common

Your supposed to put the control to almost wide open on either system, for pp if you dont give it wide open it will eventualy burn up the servo which we replace quite a few of ,and on the tige cruise the computor needs to see a wide open command to have room to bring up the throtle in the turns.
