make sure you use Marine Grease, the white stuff. I've heard of lots of people using plain old wheel grease and the water breaks it down pretty quickly.
As far as the water, if you are using the marine grease you should be ok. If the steering cable is in the bilge, it must be meant to get wet. As long as your grease doesn't break down, and its not sitting in the water for an extended period of time, I think you are ok. I do not think you could work the grease into the cable far enough to do any good. If you were to just grease the part that is showing that might just make a greasy bilge when you accumulate water.
