Could X-over be causing bags to fill?

I added an impeller Jabsco pump with 1" lines as a crossover to my setup last year. My existing ballast has 3/4 inch lines and aerators. I am now experiencing one (usually only one) of the rear bags taking on water when the boat is docked or just floating. Could this be because of the newly installed cross over system? I'm not sure timing is exact but it never used to do that.

not unless the other side is full and you find it not full. Likely need to rework the fill line.
