Some might say that the lag bolts and not bolts, nuts and backing plates, has a purpose, rather then being a shortcut. If the tracking fin has a strike and rips off, you have have 4 smaller holes leaking water, rather then one large section of hull ripped out. Yes, the bolt, nut and backing plate would withstand a harder strike, but if the strike was hard enough to take off the fin, the hull section and backing plate goes with it.
