Not 2/4 of the entire boat, 1/4-2/4 of the engine and the highest the water got was running over the fuel tank. Which is all still concerning.

      I think he was doing a gentle hint at 2/4 = 1/2

I would give the boat back. every time something goes wrong with it there will be a sour taste in your mouth and a wife reminding you about it....
you might have gotten a great deal but if you are putting money into repairs down the road, it'll far outweigh any savings up front.
not sure what a "great deal" is but if it was a steal, now you know why. if it's a steal, usually good reason.

          just my .02

I would also return it. It’s a deal but you need to disclose what you know when you sell it. There will be a cost to this on the trade or resale.

As also stated there will be some water related problem or hull issue from the repair. A deal is a deal but this is a toy and for me something I use to relax and I don’t want any f around when it comes to my play time.

On the plus side of you do keep it at least you now know the story.
