For wet slip / lift storage - how to keep rain out of the boat?

Hey all, I keep my 22Ve on a lift year round and have a really nice, full skirted cover - but during the occasional huge rainstorm a good amount of water finds its way into my bilge. I assume it sneaks in around the tower where it attaches to the hull.

Is there any way to prevent this from happening aside from getting a cover that goes all the way over the top?

Every boat I’ve owned gets water in it during heavy rain. Never had issues with it I guess.

I used to wrap terry cloth detail towels around the tower legs before the cover wraps around. Filled the gap and soaked up the water,
