Finally found some answers.......by luck search images of fuel coolers.......Thanks to Stingreye 
It is a Fuel Surge Tank, prevents the High Pressure Pump from running out of fuel, because the gas tank is not baffled, If the intake from the gas tank sucks air due to movement, its a buffer tank.
