On a ‘14 RZR with the surf package, are there hard tanks along with the soft bags in the bow, or just bags? Where are the drain pumps located? In the rear, the fill pump tee’s into both the hard tank and bag, then both drain out through the hard tank. Do I understand that correctly? Thanks for your help.

The front has 2 soft bags. Drain pumps are attached directly to the bags on the aft(rear) end of the bag. Pull the black panel out at the front of the observers compartment and you will see it all.
You are correct on the rear. The drain pump is attached to the hard tank so as it empties the bag above it drains in and is pumped out.

Surf ballast option may be only a single sac in the bow, not two. Pro level typically two 400 lbs sacs, at least on the larger boats. There could be check valves in the fill plumbing, but likely closer to the fill pump
