I can actually chime in on this as we had a 2013 Z1.
We ordered ours with the VX, but if you do some searching, the VX we originally shipped with incorrect angled brackets resulting in a poor wave. Needless to say, I didn't want to wait for the fix, so I removed the VX and ran without it until the fix was in place and then put it back on. So, we used our Z1 with and without the VX.
Without VX: The Z1 naturally puts out a nice wave when loaded up with ballast. With the factory ballast, the wave is decent and very rideable. Now that we are in a 22Ve, I have to say that it didn't feel as if the Z1 was leaned over as much as our 22Ve feels - granted the suckgates are changing that.
With VX: It takes alot of weight for a 21.5' boat to get a Z1 with VX listed. Think of it this way, it is essentially a 23.5' running surface, so it is like listing a 23' boat without VX. This is however a good thing because you can get the wave of a "normal" 23' boat in a 21 foot package. With the VX, the wave forms quickly and is CLEAN. I really liked the looks of the VX wave. Ideally you would get custom sacs that will FILL the locker AND under the seats.
For a 21' boat, it is very spacious. All in all, it was a nice package. We had quite a few little things that kept eating at me, just little things. This was our 1st brand new boat and if I knew then what I know know, I think we would have hung onto it. We probably worked out all the little kinks and imperfections of a hand built boat and may have not experienced issues following. Seems that with boats and RVs, the 1st owner has to get things worked out and fixed and everyone after that has less issues to deal with. The one thing that I really did not like was the Tige Touch interface. It was SLOW, locked up on us quite a bit and just had odd glitches. I was also concerned with the touch screens being fairly new tech in smaller boats, that they may not have had longevity. I think Tige really improved the interface with TT2.
