    ballast question

My port side hard tank under the floor is not emptying. I can cycle the pumps and hear each pump run expect for the empty pump on the port side. If you turn the switch on to empty tank it trips the breaker under the dash. I am thinking the pump has some debris or something else stopping the impeller in the pump up. My question is how in the hell do I get to the pump? It just wouldn't seem right to have to pull floor apart and tank out just to get to this pump. any advice would be greatly appriciated. Hopefully I am overlooking the obvious.

    thanks Dave

Tank does not have to come out but the false floor over the tank will need to come out to access the drain pump. May not look it, but it is meant to be serviced.

Just part of the locker floor section is all.
