I don't know if that year allows removal of the locker floors, but when we got our 2009 24Ve we stripped its lockers bare to the hull and to the transom. Rotated batteries, TAPS pump, everything to a shelf behind the engine, which opened up GOBS of volume. Then had custom Fly High fat sacs made that run from the transom all the way forward under the passenger seats (over ten feet long), all the way from the hull to the locker doors (over four feet tall). The result is an incredible amount of ballast that takes maximum advantage of that nice, long 24 foot hull and throws an astonishing wave.

My point here is that moving the batteries and TAPS pump is definitely worth it if you can also remove the locker floor all the way back to the transom. In that case, you're recovering access to the space UNDER the batteries/pump. Yes, the batteries weigh something already, but if you can extend your fat sacs into that volume they will put water in the ENTIRE volume, rather than just a couple of little rectangular boxes with lots of air all around them.

Here is a link to my 24Ve maximum ballast writeup, in case it proves helpful.

      Update-
Have decided I am just going to start out with a basic ballast system, I bought a couple of elevate turbo ballast pumps on black friday, so I wont be going with a fully automated system. I plan to get some custom sacs ordered for the rear from Mike sometime soon.

A few other things I have bought are blue transom lights from boatpluglight (transom mounted, not the plug version), a 1235 prop which I plan to carry as a spare and maybe try out part way through the summer, a set of exile sxt9q tower speakers, new guide pole covers, and a set of tige chromax logos. I have removed all the old stickers and I think the boat looks much cleaner. After I buff it or get it buffed i'll put on the chromax logos.

      Couple of questions-

I will attach a few pictures of my dash switches- I dont know what either of my accessory switches do, one on the left and one the right side of the wheel, appears as though they dont do anything. I thought maybe I could trace the wires to wherever they go- but they go into a harness.

I am nervous to start drilling holes for the transom lights, do any of you have any good tips or links to write ups or instructional videos showing the best way to drill through my hull?

I also want to add a battery so I can run the stereo longer with the boat off. Any good links on doing this?

      Thanks
