My 10 & 11 year olds started this year. I've been amazed at how little throttle they need to get up.
I've been going to around 12 MPH and make any small adjustments from there. Usually I can tell by looking at them if a little faster or slower is warranted. After the run I always ask about the speed. Whatever it was they always say it was "great!".
Sure is fun teaching them!

When my kids were 6, I pulled them both around 12-13 mph. My ten year old is now running 17-18 mph and my 13 year old is running 19-20. It really depends on what size board they are on, how much they weigh and how fast you pull them. If the aren't trying any tricks, slower is better. Easier falls. If they actually want a wake they can use, you have to get them going a little faster.Andy Nesbitt

First two vids are right around 12mph, that is my 5yr old girl
the third is my 8yr old girl around 14mph
and the fourh my 8yr old knee surf at 10 ish
This has been an absolutely wicked summer so proud of my kids,
too bad clarity was lost in transferring
