With the 360 coverage the dealers are having to perform service and repairs at a significantly smaller margin than they did prior to this being offered by Tige. So there is not much incentive for them to get the service work. That, coupled with the increased demand for it, (if you don't have to pay for service, you do it more often) has their shops backed up just taking care of the customer's that bought their boats. So increasing the number of slots in the shop or the number of technicians may not be profitable for them especially if they have to wait a month or two for Tige to reimburse them.
The 360 coverage, IMO, is worth paying extra for a Tige over other brands though. Comparing 23' boats, the 99K for an Z3 versus the 85K for the MB B52, I would chose the Tige because of the warranty and free service. I have had my ASR in the shop fixing stuff that I would normally do myself or pay someone to do and it has saved me thousands this year already. Mind you I put 200+ hours on a boat per year and so far I haven't paid for anything except gas and a new prop.
