Fuel tank sending unit

Previously, the fual gauge always showed empty. I pulled the sending unit out and I could move the float up and down by hand and see the needle move on the gauge corresponding to where I moved the float. So I though it was stuck. Put it back in, and it should full (which the tank was). Took it out on the lake and it was back to Empty. Sometimes it will be on E other times on F. Is it a bad sending unit?

The float might not be floating. Take the wires and ground them out, if it goes to full gauge is okay.

X2, make sure your ground is proper as well!!
