When I lived in the PNW I rode every month of the year.
Coldest water was 39, air temp was just above freezing that day. Drysuits with neoprene boots, gloves, and hoodies are your friend.

There was a wakeboarder in the water that day on another boat.

This is the same day that the fire/rescue boat was sent out by a passerby on the highway who saw us listed and called to report our boat as "capsized".

    Good times!

Dry suits suck, get a high end surf wet suit!

Wetsuits are certainly less restricting. I wear a 4/3 as long as possible but when the temps are in the 30s it very nice to be dry when I come out of the water.

Water never really gets below 54 in the Phoenix area lakes. If its a sunny day I just use a 2mm top.

That's an old rule of thumb in whitewater kayaking, too, but my personal experience is that it's far too optimistic. Example: 60F air + 40F water = no way, Jose, without a drysuit!

Now if you're talking Celsius degrees....

I surf in 38-40 in a 4:3. It's super high end and I don't get wet. I hate drysuits. They are so restrictive.
