ok idle bog and backfires adding throttle

I have a 1998 pre 2200v wt, ran pretty good when I put it in then I started having a bogging issue. Thinking that it was something serious but after talking to a few people it seems like it could just be water in the gas tank. I am not down to half a tank of gas and the issue is worse, what would be the best way to drain the tank or should I just keep filling it with new gas and seafoam and add dry gas as well to get the water out?

No water in the gas, that was all fine. All my problems come from a bad alternator, it is giving too many volts. I disconnected the alternator and all that stopped. Now I am just back to poor performance.

Do you know if it's fuel injected or carb?
