Not too many people seemed to order with stock ballast so you may actually have a custom system that would likely be better than the stock factory. Tanks vs sacs would be the first clue its a factory ballast system.
I talked to Mike (before I saw the factory ballast) and it went like this:
1) Mike - The factory tanks in that era sat on the floor in the locker, most guys prefer to take them out. When I got the boat, sure enough the tanks take up alot of space under there. If you go with sacs, you can use the storage space when they are empty. If you are surfing, we keep all our soft things that can get wet in the rear lockers and transfer them when we switch sides.
2) Mike on if I pull out the factory tanks can I use the existing pumps - "well they are slow pumps and the plastic gets brittle and may break when you remove the tanks" - sure enough every drain pump pretty much broke when I removed the tanks.
All in all, the factory systems of that era were not the best and we prone to air locking (air getting in pumps so you can't fill up).
For your first season, I would just pick up a sac and manually fill. Then when you have time and budget. Plumb in new pumps and maybe go through the bottom of the boat instead of the transom. There are TONS of good ballast threads on here and you will get alot of help throughout the whole process.
I think the sac selection for the 22V with the tanks removed is:
1) Jumbo Surf sac (least expensive)
2) Enzo Sac (best value for off the self sac)
3) Custom Sac that fits perfect (not sure if this is needed on a 22V or if the enzo fits well)
Good luck! Surfing is addicting if you haven't done it and we have had several people that had no interest in wakeboarding/kneeboarding/skiing that got up on a surfboard and loved it. I expected our boat to be 50/50 wakeboarding/surfing but we are going 95/5 surfing.
