    It's on the vent line not the fill, it is supposed to allow air out and keep fuel in when the tank is full. If it was reversed. It would not let the tank vent and it would be venting out the filler, making it tough to fill up the tank.

      Also I didn't see one in the pic of your bilge. But it could be further along the vent line. It's spliced in if it's there.

        I know this is a older thread, I found this thread when I was having the same issue,

          I put a funnel in the opposite side , no issues at all. Bleeds all air out , can fill boat in 4/5 minutes.

            It also makes a difference if your boat is tilted toward the back or to the front. Fill hose comes into the rear of the gas tank, so if rear is lower than back... its filling up before the front does and that also causes fuel to back up since it cannot bleed air that way (it starts going back up fill tube to gas nozzle)....it can be a pain on trailer, but if you have the front of boat tilted slightly down, makes a BIG difference. I also open the 2nd gas cap....those 2 things combined have never failed me and I used to have similar issue. Once I realized it was cause boat was not tilted down slightly at nose, no issues since.
