Have your dealer order a new ignition and it will come with the new keys.

I think that's just a silencer on the key anyway. You should be able to slip that rubber piece off unless it is molded on there.

My 05 did not get the special key either.
I did make a copy of the key and it is in the glove box. I rarely have my boat in a situation where I would be worried about it getting stolen.
I was at the ramp once and heard two guys nearly come to blows because they each thought the other guy had the key to the boat...I then decided that I will always leave it in the ignition.Be excellent to one another.
