I would look at PC-11, that stuff is amazing, we used it to hold a steel dock cleat on a cement dock and last I checked it was still there 10 years later.

3M 5200 will only seperate from it's bond with a layer of gel coat. 3M 4200 is more forgiving. So if you want the bond absolutely permanent, use 5200. If you want a serious bond that could be removed later, use 4200.

Your description of 5200 is spot on, but, this is not the right application for 5200 or 4200. Both would fail quickly in this situation. gorilla glue/liquid nails type adhesives or a 3M "PL" would be appropriate. Ypu can also glass the stand-offs or boards in with glass mat and resin. Can get a little messy, but its part of the hull once done.
