What is 40amp Shortstop Circuit Breaker near battery for?

    IN regard to 2001 20I
Does anyone know what this Shortstop 40 amp breaker does? It's near the battery and doesn't look in good shape. It seems to have a small
reset button on side that sort of flops around. Can't tell for sure if it is tripped but because it's loose would say not. I've been wondering
if it may have something to do with my one dead instrument cluster. That cluster unfortunately has the battery voltage, fuel, oil pressure, and
temp! Well it's not completely dead as the night illumination bulb works in it so some power must be getting there?
I've included a few photos for your consideration. Any suggestions on what the breaker is for or how to troubleshoot my instrument cluster would be greatly appreciated. Are they Faria gauges? Thank you..

A volt meter will without a doubt tell you if that breaker is tripped/open. It very well could be the helm BUSS feed.
