Not too difficult, probably less than skiing or wakeboarding. The altitude is controlled by the speed of the boat relative to the wind. You need good knots on the rope, bowline is what you need to use. Other boats tend to give you a large clearance.

Maybe I'm to cautious or safety conscious, but it sounds a lot more dangerous than wakeboarding. Sounds like you need to understand how to maneuver a parasail-style chute.
What we are talking about here is a parachute like device, not a flyable device.
